COMPLAINTS could overwhelm the planning department unless it becomes a much more pro-active service', a borough council report has revealed.
A record number of people complained about planning breaches over the past year.
The department needs to spend more time educating the public, the report says.
There were 600 complaints made to the borough council compared to 438 for the previous financial year.
There were 14 formal enforcement notices served, although the majority of cases were either unfounded or were resolved through negotiation.
