PERMISSION to seek foundation status has been granted to St Helens & Knowsley Hospitals NHS Trust by health secretary Patricia Hewitt.
The trust, which employs more than 4,500 staff, was invited to apply after achieving three star status.
Suzanne Hinchcliffe, deputy chief executive, said: "In becoming an NHS Foundation Trust, we would be allowed new freedoms to decide how best to provide services that reflect the needs and priorities of our patients."
NHS Foundation Trusts are a new type of democratic organisation, required to operate within a clear accountability framework. The public, including patients, carers and staff, can demonstrate interest by becoming members.
The trust is accountable to these members, who will be able to elect representatives to serve on the board of governors and determine the overall direction of the organisation.
The trust, which serves 350,000 people, including Halton, and runs both Whiston and St Helens hospitals, will now undergo an authorisation process.
Successful bids will be announced in three batches, on November 1, December 1 and February 1, 2007.
