POLICE were called to the council offices at Wyvern House in the early hours of Friday after two men were spotted inside the building.
The alarm was raised by a member of the public at 3.30am and officers attended with dog handlers to carry out a search of the area.
Two 18-year-old men were found inside Wyvern House and following a short chase officers arrested them both.
One man has been charged with attempted burglary and will appear in court tomorrow and the other man, who has no previous convictions, has been issued with a police caution.
DC Gary Weaver, from Winsford Neighbourhood Policing Unit, is pleased that the suspects were apprehended quickly.
He said: "There are systems in place to deal with incidents like this and it is always reassuring when they work well.
"I would like to thank the person who raised the alarm and also the officers for dealing with the situation so effectively.
"There was a short chase on foot but officers were able to arrest two men at the scene.
"Damage was caused to Wyvern House and that is disappointing but the response of police officers was excellent."
Keith Musgrave, leader of Vale Royal Borough Council, said: "I was very disappointed to hear about the break in and very angry.
"Property belonging to members of staff and the council was damaged.
"I would like to thank our caretaker and the police for their prompt response which meant two people were apprehended at the scene."
