CAR park charges and closing public toilets may be ways Congleton Borough Council can try to claw back its £2million budget shortfall.
Toilets on Town Bridge could face closure if the proposals, put forward for discussion by the borough council's safety scrutiny committee, are given the go-ahead.
Clr Paul Edwards said: "They are not full proposals yet, just questions, and they are issues we will have to talk to the public about."
Andy Bailey, of CW10residents, hopes the preliminary proposals are not supported.
He said: "People shop in other towns because of the lack of parking in Middlewich anyway - the last thing we need is to deter people from shopping here."
It is estimated that charging for parking across the borough could save the council £250,000 and closing the public toilets could save £33,000.
