AN official sod-cutting ceremony was held at Heathside, in Penketh, as it adds an extension to the building.
The home, in Honiton Way, will provide crucial accommodation for older people, especially those with mental health issues such as Alzheimer's.
But the actual building work has been going on since July and some residents have been annoyed by the noise and smell.
Sheila D'Arcy, from Porlock Close, said: "The first we knew was when all the equipment arrived to start digging.
"We are not moaning, we just want a bit of consideration. We have not been able to use our gardens because of the dust."
Sheila, a 62-year-old worker at Halton PCT, added: "Some of the people here work shifts and need to sleep during the day. Work is not due to finish until next May."
A Heathside spokesman said: "The home provides a much-needed service and unfortunately building work does cause some disruption.
"The high demand for facilities comes from Warrington and the surrounding areas and we want to provide good accommodation for the elderly."
