He moved into the role of Director of Football last Christmas following the arrival of Paul Bennett as Phil Wilson's Assitant Manager. Since then Williams has played a vital role, in an advisory capacity, in helping Wilson revamp the squad.
Williams said: "Since I moved into this position I have been really keen to see Vics progress. I have seen it happen off the field and now I think we're ready on the field."
As for his hopes for the season, he revealed: "I would like to think, all things being equal, we could be a top six side. And if you are in the top six it only takes a little slice of luck and a run of form to take you all the way. It is a long season, forged with all sorts of obstacles, but we have some great players here now."
Williams points to the new signings as proof of Northwich's intent to scale the Conference. And he promises there are more signings to come.
He added: "There will be more signings. We hope to complete the signing of John Robertson this week. He is a big strong defender, only 24, and has played 200 league games.
"The centre of defence and the centre of midfield are two positions where we have always had problems. If you're going to do well in the league you have to have good quality players there and plenty of cover. The injury to Val Owen has brought home to us the lack of cover we have for midfield. That is one area we are looking to build up."
John is also keen Vics get off to a good start to their campaign, unlike last season.
"It's always important to get a good start as it builds up a team's momentum. Hayes will be a tough game, particularly considering we have a couple of injury worries and players suspended, but we should do well."
Indeed, suspension has robbed Northwich of new signing Jamie Bates, who arrived from Stalybridge in May on a free transfer. He is a player who has impressed Williams.
"Bates is a class act. He is a real athlete who can defend well and still get up the field to support the attacks. I think his partnership down the wing with Stuart Terry will be excellent."
Williams continued: "As for Mark Birch, he was a bit of an unkown quantity. After we signed him we heard so many people wondering why Stoke had let him go and now we can see why. I won't be surprised if he's be back in the league before long."
But the key for Vics Footballing Director is goals: "Last season we drew too many games because we didn't take our chances. This season we have Neil Illman, who is a natural goalscorer."
Williams concluded, almost prophetically: "At one stage towards the end of last season we were second in the form table. It coincided with Neil signing."
