THE second day of the GMB union's industrial action took place in Halton on Monday.
A council spokesman said: "Once again, we would like to apologise to the public for any inconvenience caused.
"However, we were pleased that on this occasion, enough members of staff reported in for work to enable us to carry out our town centre street cleansing services and some refuse collection.
"These were the two main services affected and the council's other main services operated as normal."
