Egerton Estates were finally given the go-ahead to develop Brook Street after a site visit by local councillors.
"We're all in agreement that this is a development which will enhance the Brook Street site," said Clr Jan Verney. "It's attractive."
Approval for the development - which will border Sanctuary Moor, the town's most valuable wild flower haven - was accompanied by countless conditions.
But on Friday architect Paul Anderton said the developers expected them.
"We knew there were a lot of conditions because it's a sensitive area," he said.
Originally, planners had been concerned about flooding, the effect on wildlife along the banks of the River Lily, possible traffic chaos and the demolition of buildings in Brook Street.
Neighbours, too, had objected to the plans, arguing about loss of privacy, parking, flooding fears and damage to wildlife.
Simon Nuttall, who owns Just One Night dress agency, predicted traffic chaos for the area.
"The area needs sorting out, but it's too big a development," he said. "But houses mean profit."
It is not yet known when builders will move on site.
