MOSS Farm Recreation Centre's joint committee has stressed that a series of other developments will have to be considered before Brunner Mond's proposals for an urban village can get the go-ahead.
Vale Royal Borough Council has already offered support to Brunner Mond's initial proposal for a 700 home urban-village at the old Wallerscote Works, near Winnington.
Brunner Mond's proposals have also included the development of a landfill site at Wallerscote Limebeds.
But county and borough councillors have stressed that the proposals should first be progressed through a development brief - which will outline what's needed and is a chance for people to set down their views.
And during a recent meeting of the Hartford and Moss Farm Recreation Centre's Joint Management Committee, it stated that other matters should be considered first.
These included possible implications for the development at Moss Farm and the impact of more traffic, proposals surrounding the Anderton Boat Lift and outline proposals in the Northwich Vision.
Acting Head of Planning Policy Services Chris Bottomley said: "We are keen that this development should be considered in a strategic way before it hits the planning application stage."
The committee is also eager to make Brunner Mond aware of any proposals linked to the Winnington area while considering the cumulative impact on roads and schools.
