They hit out after Philip Harney submitted his fifth retrospective planning application in the past nine years.
"There are a group of people in the borough who think they can do what they like," said Clr Sue Kipling.
Mr Harney had sought permission for an extension that he had already built at Benkeyhurst Farm in Mobberley.
"You can see that the list of retrospective plans go back some way and Mobberley Parish Council are very unhappy about this," said Clr Joan Fairhurst at last week's planning meeting in Knutsford.
Mr Harney's plans, which had been recommended for approval by council officers at Macclesfield, were refused by local councillors.
The plan will now be discussed by Macclesfield's main planning committee.
But yesterday (Tuesday), Mr Harney said he would appeal if the decision went against him.
"The extension is basically a shed for a horse box and tools," he said.
"If the councillors came and looked in it they would see a tractor, a cattle trailer and that there is no room for anything else to fit in there, not least cars."
