DISTRICT council chiefs have made available to the public the report of independent investigator Colin Crawford.
Mr Crawford was called in to look at claims from the public that some council officers and members had behaved improperly regarding their duties.
He found that no-one had acted dishonestly or for personal gain, and concluded that, despite its failings, the council's development control service was generally fair and reliable.
However he identified a culture of suspicion between some officers and some members, a failure of some members to disclose interests of some officers to deal totally effectively with a few applications and complaints.
