"The date we will be agreeing is the date when everything is fine," said developer Matt McCloskey yesterday (Tuesday).
Although it was hoped the date would be set by Monday night, paperwork was still awaited by developers Property Solutions yesterday.
Mr McCloskey said that they were waiting for something to arrive today (Wednesday) before anything could happen.
At Cheshire County Council an announcement on the start date is said to be 'very imminent' although they could give no further details.
"There are just so many people involved with this project," said a council spokesman.
Knutsford residents have been waiting for a library for more than 20 years.
The present scheme - which includes a block of flats on the site off Stanley Road - has been shrouded in controversy.
Many were unhappy that they would have to ask for a key it to use the toilet and there are also fears that the disabled loo will not be suitable.
