An announcement will be made today (Wednesday) by Cheshire County Council on whether other country parks in Cheshire can open for Easter.
But Tatton will have to wait for two weeks while the county carries out a risk assessment.
"The Government have issued new criteria with regards to foot-and-mouth so we are looking at every possibility at the moment," said a county spokesman.
"Hopefully, Tatton will be considered under this."
New guidelines from the Government have meant many rural footpaths and parkland have been re-opened to the public in an effort to show that the countryside is not closed for business.
But Cheshire says Tatton is exception because of its livestock.
