A WARRINGTON artist who designed the 'Seagull' sculpture which has been installed at Pinners Brow since January has not yet been paid for his work.

Kim Scovgaard, of Moss Lane, Moore, entered a competition to design a sculpture for Haydock Street as part of plans for the Wickes and Courts stores.

He submitted designs to developer Albury Construction Ltd in October last year, which were chosen, and he went on to submit more detailed drawings.

In the rules for the sculpture, the developer had written: "The artist will be appointed by Albury Construction Ltd. The terms of the contract will be discussed with the successful artist."

But Mr Scovgaard, whose grandfather was one of the most famous artists in Scandinavia, says that he has had no negotiation and is yet to be paid.

He says that since he submitted the plans, he has repeatedly asked to negotiate a payment but has so far been thwarted.

This week he has finally been offered a sum, but the amount offered is said to be 'unreasonable'.

Mr Scovgaard, who used to be a lecturer in architecture at Liverpool Polytechnic, said: "On principal I am standing up for what I see as my rights. I am not used to a situation like this."

Now the developer has asked the borough council to adopt the art feature.

Gwynn Clarke, of the borough council's planning department, said: "We understand that the artist hasn't been paid and won't enter into detailed discussion until the issue has been resolved."
