OVERFLOWING rubbish will not be picked up by council binmen anymore.

Halton Council will not take any waste left next to bins, or collect bins that are overfilled.

The rule applies to homes with three coloured bins - the blue, greenand the black - to start with.

The council is also reducing the size of the general bin from 240 litres to 180 litres.

The idea is to encourage recycling, as this helps the environment and also reduces council tax by reducing landfilling, which brings government cash.

Special exceptions would be made for extra rubbish at Christmas, or when it cannot be collected due to weather.

The council will take it easy on 'offenders' at first, but will gradually toughen its stance.
