VULNERABLE children could be cared for in a house if planning permission is granted.

Plans have been submitted to Warrington Borough Council seeking a section 192 lawful use certificate for number 15 Bruche Avenue.

This would permit a change of use of the semi-detached property from standard residential to a dwelling for two children.

The applicant is Southport-based Alcedo CH Ltd, which provides care for vulnerable children between the ages of eight and 17.

Documents state: “The application is for the proposed lawful use of 15 Bruche Avenue to provide a dwelling for two children, a home for children with 24-hour, live-in support.

“The property has four bedrooms plus a loft room, bathroom, en suite, kitchen-diner, utility room, lounge and garage.

“No alterations are proposed to the property, internally or externally, therefore there is no material difference between the current use and proposed use.

“It has off-road driveway spaces for four to five cars that can park without obstruction to each other. In addition to the driveway, the property also has a full-size garage

“The management of the home provides a secure and stable family-care environment which every child is entitled to.

“The home ensures that children have the same opportunities for family life, which will enhance their own development after their experiences through their childhood so far.”

It is said that carers will work on a rota basis and live at the property, providing 24-hour care to the two children.

“The current facilities in the residential property will remain unchanged, and the comings and goings of domestic living would be the same – school drop-off, pick-up, hobbies and shopping,” plans add.

“The home is like foster-style care, with residents eating and sharing mealtimes together, but also allowing them to prepare food or drink for themselves at their own discretion.”
