PLANS to create another HMO in the town have been given the green light – despite concerns over ‘nightmare’ parking in the area.

An application had been submitted in February to Warrington Borough Council’s planning department for a section 192 certificate.

This would allow the modification of 9 Marsh House Lane in Orford.

At present, the terraced property is a regular dwelling house.

However, applicant Dean Parata was seeking permission form the council to change the proposed use to a five-bedroom HMO, or house of multiple occupancy.

This has now been granted by the council, with the scheme set to progress.

Plans state: “The existing property was a C3 use class property, and we intend to convert it into a C4 use class property and use it as a HMO.

“The property will house five bedrooms, and it will be occupied by five unrelated individuals.”

The application received two letters of objection by residents, with one stating: “This property has double yellow lines at the front, therefore no parking. Next door but one is already an HMO. Where are all these people parking their vehicles?

“This area has had a huge problem with parking for a long time, and if this HMO goes ahead, it is going to be a lot worse.”

Another raised similar concerns, adding: “Currently, there is inadequate parking for residents who live in this vicinity.

“Over the years, I have had to contact the police on numerous occasions to have vehicles removed when they have blocked my driveway and stopped me from getting my vehicle off my property.

“Therefore, I am very concerned that the parking problems that myself and other nearby residents have presently will only be exacerbated if another HMO property is allowed to go ahead.

“There is no parking at the front of these properties due to double yellow lines. Also, Orford Avenue and Battersby Lane have double yellow lines which sometimes makes parking a nightmare and absolutely intolerable.”

In approving the plans, the council said: “The proposed change of use to provide a small HMO would comply with the criteria of permitted development.

“Therefore, it is recommended that a lawful development certificate for the proposed development is granted.”
