PLANS to convert a garage into a dog grooming service area have been refused by planning chiefs at Warrington Borough Council.
The application was to obtain a Section 192 certificate, which would deem any plans to be legal.
However, the applicant has been unsuccessful in obtaining the certificate, after the council refused the plans on Wednesday, February 22.
The property in question, on Beamish Close, in Stretton, has had the application refused on the following grounds that were supplied on the council's online planning portal:
"1.) The development described above is NOT Lawful on the basis of plans/drawings/information received by the Council on the 10th of November 2022.
"The proposal is a development and constitutes a material change of use for which there is no permitted change allowed under Schedule 2, Part 3 Change of Use, of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
"2.) The decision has been based on the following submitted plans and information; TQRQM22242112638837 Location Plan, TQRQM22242112638837 Block Plan, TQRQM22297214342406 Garage area proposed, Dog Grooming Room layout – proposed floorplan."
This application was received by Warrington Borough Council in August, before being validated in November, with the application expiring in January - the decision was issued on February 22.
