A CINEMA complex will be built on the derelict land opposite Warrington Central Station.
Plans for a multi-million pound development including more than 600 apartments, shops, offices and a health centre on Winwick Street were chosen over a similar application for Times Square.
The Winwick Partnership's blueprints were given the thumbs up by Ruth Kelly after a government inspector heard three weeks of evidence at The Halliwell Jones Stadium earlier this year.
Nicholas Freeman recommended that planning permission be given for both the partnership's scheme on Winwick Street and Big Apple's vision for another cinema, restaurants, cafes and bars and revamped links and entrances to Warrington Market.
But the former Secretary of State for the Department for Communities and Local Government ruled against the regeneration of Time Square, saying it is not an identified regeneration area.
