The public enquiry into the health waste treatment plant off Winwick Road was dramatically halted this morning.
The applicants withdrew their plan rather than scale it back.
They were faced with the decision because new regulations classified some of the waste as hazardous.
The enquiry was being held in the Martin Dawes stand of the Halliwell Jones Stadium.
