CROFT House will not be transferred to Warrington Housing Association as part of the borough council's review of sheltered housing.
Plans for the scheme fell through after the council failed in a bid for gap funding from the Government.
However, three of the council's six schemes, which provide 205 bedsits, including Woolston Hall, will be improved using £3.1m from the Department of Health.
